Founded by His Eminency Virgílio Cardinal do Carmo da Silva, SDB, Archbishop of Dili, the University Of Catholic Timor-Leste represents a fusion of academic excellence and Catholic principles. Recognized by the Ministry of Education, UCT's mission encompasses the development of critical thinking, professionalism, and moral integrity in its students. Cardinal do Carmo da Silva underscores the university's commitment to addressing Timor-Leste's socio-economic challenges by nurturing a generation of leaders equipped to serve the common good.

Our Mission

The mission of University Of Catholic Timor-Leste (UCT) is to promote the creation, transmission and critical dissemination of science, technology, art and culture through the articulation between teaching, scientific research and extension in various fields with a view to the integral development of the human being and the well-being of the national and international community, in the light of the Christian faith.

Our Vision

We want to be the best teaching and scientific research university in the country, providing education for every human person, moral, spiritual and intellectual, forming the future leaders of Timor-Leste and the world under the auspices of the Catholic faith.

Values

The Timorese Catholic University (UCT) São João Paulo II operates under a Mission, guided by a Vision, and upholds a set of Values:
1. Truth and Christian Ethics: UCT pursues knowledge and the common good with integrity and Christian ethics, guided by the teachings of the Catholic Church.
2. Innovation and Excellence: UCT prioritizes reason and innovation, striving for excellence to prepare students for success in the digital age.
3. Academic and Scientific Integrity: UCT promotes honesty, justice, and responsibility in all academic pursuits, adhering to ethical principles and professional standards with transparency and accountability.

Objectives

The main objectives of UCT are teaching, scientific research and extension. In terms of teaching, the University will carry out cycles of studies leading to the attribution of academic degrees of Bachelor, Master and Doctoral degrees, certificates and diplomas of specialization courses, post-graduate courses, free courses, post-secondary courses and others, the design of equivalences, in addition to accreditation of academic skills and competences, professional experience and other training, acquired under the terms of the law; and the attribution of non-degree certificates, as well as honorary degrees as provided by law. The realization of the above-mentioned courses can be done together with other accredited universities, Timorese or foreign based on formal agreements.

Legal Basis

• UCT is an institution of higher education established by Fundação São Paulo of the Archdiocese of Dili, Timor-Leste on December, 8th 2021 through the Decree number 14/2021 of His Eminence Virgilio Cardinal do Carmo da Silva, SDB, Archbishop of Dili.
• UCT is recognized by the State of Timor-Leste through the Ministerial Dispatch No. 166/GM-MESCC/XII/2021 of December 3rd, and governed by its own Charter, based on the Apostolic Constitution on Catholic Universities - Ex Corde Eclesiae, the Canonic Law and the Civil Law of the Democratic Republic of Timor-Leste.
